David Proctor

David J. Proctor is a Research Associate for the Committee on Science, Engineering, and Public Policy at the US National Academy of Sciences where he is working on a study investigating the state of the postdoctoral experience for scientists and engineers in the United States. David recently completed a Christine Mirzayan Science & Technology Policy Fellowship, also at the National Academies. Prior to joining the Academies, David completed his postdoctoral research at the University of Dundee where he characterized the structure and activity of the RNA enzyme from the fungus Neurospora crassa. While in Scotland, he co-founded the UK Research Staff Association to provide a collective voice for UK postdoctoral researchers. David continues to nurture and build bridges between research communities as a member of the UK Research Staff Association and the US National Postdoctoral Association, and as co-chair of the Outreach Committee of the AAAS Science and Human Rights Coalition. David’s interests include strengthening the national and global scientific endeavor by creating effective mechanisms for information sharing, international cooperation, and fostering dialogue for the creation of effective policy around such issues as biosecurity. David holds a PhD in chemistry from The Pennsylvania State University and a BS in biology and chemistry from Lock Haven University of Pennsylvania.
